Beneficial Ownership in Government Procurement - What Suppliers Should Know
Published: September 6, 2026
Beneficial ownership transparency is now part of the Philippine government procurement framework under Republic Act No. 12009.
GPPB Resolution No. 11-2025 authorized the Procurement Service - Department of Budget and Management to publish the Beneficial Ownership Information Registry through PhilGEPS.
What the resolution says
The resolution cites Section 82 of RA No. 12009, which provides that beneficial ownership information of suppliers, manufacturers, distributors, contractors or consultants is a requirement for participation in government procurement within the scope of the law.
The cited IRR provision specifically identifies Competitive Bidding, Limited Source Bidding, Competitive Dialogue and Unsolicited Offer with Bid Matching for the beneficial ownership requirement described there.
Why businesses should care
Suppliers should ensure that ownership information used for government procurement is accurate, consistent with applicable corporate records and kept current. The resolution also directs coordination with the National Privacy Commission regarding publication of the registry and applicable privacy and confidentiality requirements.
