How Much Can Government Bidding Documents Cost in 2026?
Published: September 6, 2026
GPPB Circular No. 02-2026 sets standard rates for the sale of bidding documents under Republic Act No. 12009. The fee is based on the Approved Budget for the Contract, or ABC, and the schedule states the maximum amount a Procuring Entity may charge.
Official maximum rates
| Approved Budget for the Contract | Maximum fee |
|---|---|
| PHP 500,000 and below | PHP 500 |
| More than PHP 500,000 up to PHP 1 million | PHP 1,000 |
| More than PHP 1 million up to PHP 5 million | PHP 5,000 |
| More than PHP 5 million up to PHP 10 million | PHP 10,000 |
| More than PHP 10 million up to PHP 50 million | PHP 25,000 |
| More than PHP 50 million up to PHP 500 million | PHP 50,000 |
| More than PHP 500 million | PHP 75,000 |
The circular also requires the price of the bidding documents to be included in the Invitation to Bid or Request for Expression of Interest when a fee is required.
Why suppliers should check early
The bidding document fee is only one participation cost, but it is a predictable one. If a stated fee appears inconsistent with the GPPB schedule, verify the official bidding documents and current GPPB rules before paying.
