Government Procurement Documentary Requirements Under RA 12009 - What Suppliers Should Check
Published: September 6, 2026
GPPB Circular No. 06-2026 provides a consolidated reference for documentary requirements and related guidelines under Republic Act No. 12009.
Requirements vary by procurement category
For competitive selection, the circular identifies documents that may include a PhilGEPS Certificate of Registration, a statement of ongoing government and private contracts, bid security and a Joint Venture Agreement when applicable.
Depending on whether the procurement involves Goods, Infrastructure Projects or Consulting Services, the circular also identifies requirements such as the Single Largest Completed Contract, NFCC computation or committed line of credit, technical conformity documents, the Omnibus Sworn Statement, personnel information, equipment information and other project-specific documents.
Do not use one permanent checklist for every bid
A supplier can maintain a master compliance file, but should compare it against the current GPPB rules, the actual Invitation to Bid, RFQ or RFP, the applicable bidding documents, supplemental or bid bulletins, and project-specific licensing or professional requirements.
