PS - DBM Is Inviting More ICT Merchants to the Government eMarketplace
A current supplier update based on the official August 26, 2026 Procurement Service - Department of Budget and Management notice.
Published: September 6, 2026
What happened?
On August 26, 2026, the Procurement Service - Department of Budget and Management issued a public notice inviting merchants, manufacturers and service providers of laptop and desktop computers, software and licenses, and cloud computing services to signify their interest in becoming qualified merchants on the government eMarketplace.
The official notice says the invitation forms part of the continuing expansion of common-use supplies and equipment available through the eMarketplace. Interested organizations are directed by PS - DBM to contact its EMRC - ICT unit using the contact information stated in the official notice for details on onboarding and documentary requirements.
What is the eMarketplace?
The eMarketplace is part of the Modernized Philippine Government Electronic Procurement System, or mPhilGEPS. Under the updated eMarketplace guidelines approved through GPPB Resolution No. 10-2025, the platform is used for common-use supplies and equipment covered by the government eMarketplace framework.
PS - DBM guidance explains that client agencies can use the eMarketplace to search, compare, select and purchase covered common-use supplies and equipment from suppliers that meet the applicable legal, technical and financial capability requirements.
This matters because eMarketplace participation is not simply an ordinary online listing. Merchant participation is subject to government onboarding and qualification requirements.
Which businesses are being invited?
- Laptop computer merchants, manufacturers and service providers
- Desktop computer merchants, manufacturers and service providers
- Software and license providers
- Cloud computing service providers
PS - DBM has already been expanding technology offerings on the platform. Official 2026 materials identify software and licenses as available through the eMarketplace, while cloud computing and additional ICT categories have also been part of the platform's continuing expansion.
What should an interested supplier do?
A business within the categories identified by PS - DBM should first read the original Call for Interested Merchants and use the official contact channel stated there to ask for the current onboarding process and documentary requirements.
Businesses should not assume that ordinary PhilGEPS registration automatically makes them a qualified eMarketplace merchant. The official notice specifically directs interested organizations to PS - DBM for onboarding and documentary requirements.
Before preparing any submission, prospective merchants should verify the latest requirements directly with PS - DBM rather than rely on an unofficial checklist or an outdated onboarding guide.
Why this matters for Philippine suppliers
Government procurement opportunities do not arise only through Invitations to Bid or Requests for Quotation. The continuing development of the eMarketplace creates another route through which qualified suppliers of covered common-use items may become available to government buyers within the official procurement platform.
For ICT companies, this particular notice is especially relevant because PS - DBM expressly identified several major technology categories.
The notice does not guarantee qualification, onboarding, sales or a government contract. It does establish that PS - DBM is publicly inviting businesses in the stated sectors to inquire about becoming qualified merchants.
