RA 12009 Standard Procurement Forms - What Changed for Government Procurement

The Government Procurement Policy Board approved a new set of Standard Forms for Procurement under Republic Act No. 12009 through GPPB Resolution No. 03-2025.
GPPB - TSO Capacity Development Advisory No. 2025-003 states that the standard procurement forms took effect on September 21, 2025, ninety days after publication on June 23, 2025.

Why suppliers should care
Although many of the forms are used by Procuring Entities, bidders encounter their output throughout the procurement process. Suppliers familiar with older templates should not assume that an RA 9184-era form reflects the current RA 12009 framework.
For a live procurement, use the documents actually issued by the Procuring Entity and consult current GPPB standard forms where relevant.
